Embassies in Damascus and where to get consular help

As of September 2026, 50 countries have diplomatic missions in Damascus, and the list changes from month to month: embassies have been reopening one after another since late 2024. If you lose your passport or get into trouble, the first question is who represents your country here. An embassy in Damascus, another country’s embassy acting for yours, or your embassy in Beirut or Amman? This page answers that question. We do not give addresses, phone numbers or opening hours; at reopened missions these change quickly, and an unsourced address sends you to the wrong door.

Which countries have an embassy in Damascus?

The list is based on a public compilation from the first week of September 2026. For your own country, the final word always belongs to your foreign ministry’s website.

• Europe: Austria, Belarus, Bulgaria, Cyprus, Czechia, Denmark, Germany, Greece, the Holy See, Hungary, Italy, Romania, Russia, Serbia, Spain, Sweden
• Arab countries: Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Tunisia, the United Arab Emirates, Yemen
• Elsewhere: Argentina, Armenia, Azerbaijan, Brazil, Chile, China, Cuba, Eritrea, India, Indonesia, Nigeria, Pakistan, the Philippines, South Africa, Türkiye, Venezuela

France and Kuwait also appear in the compilation, but each is listed under a second heading as well: France among the countries covering Syria from Beirut, Kuwait among the embassies still to open. Check the status of these two with their foreign ministries.

A few consular notes. Besides its embassy in Damascus, Türkiye has a consulate-general in Aleppo, and so does Armenia. Kazakhstan is represented by a consulate-general in Damascus. The European Union has a delegation in Damascus and Switzerland a humanitarian aid office; neither is an embassy.

Embassies expected to open

The United Kingdom, the United States, South Korea, Poland and Ukraine are listed as “to open”; none of them runs an embassy in Damascus today. As an example of how fast openings can come, Denmark reopened its embassy in Damascus on 31 August 2026, after 14 years. For British nationals, the London number to call is on the emergencies page.

If your country covers Syria from another capital

Many countries follow Syria from their embassy in a neighbouring capital. Those covering it from Beirut include Belgium, Canada, Finland, the Netherlands, Norway and Malaysia; Ireland covers it from Cairo. For their citizens, new documents and consular work usually happen outside Syria.

Canada shows how this works. In March 2026 Canada’s ambassador to Lebanon told a parliamentary committee there were no plans to reopen the embassy in Damascus; he covers Syria from Beirut and travels to Damascus regularly for meetings.

If you are a US citizen

Operations at the US Embassy in Damascus have been suspended since 2012, and the US government cannot provide routine or emergency consular services inside Syria. The Embassy of the Czech Republic in Damascus acts as the protecting power for US interests. Citizens who cannot reach the Czech mission are told to seek emergency help from the US Embassy in Amman. The US also asks citizens to enrol in its STEP registration programme and to plan to leave Syria without relying on US government help.

The level of warning shifts. In early March 2026, after the regional escalation of 28 February, US citizens were urged to leave Syria immediately.

What do embassies do when a crisis starts?

February to April 2026 gives an example. As regional tension rose, embassies sent their citizens two kinds of message: leave the country, or stay where you are and prepare. One alert in March 2026, issued after reports that hotels could also be targeted, told citizens to stay inside secure buildings, stock food, water and medication, and avoid unnecessary movement, protests and attention. The same alert advised keeping documents at hand and staying in touch with family.

Missions themselves can become targets: on 4 April 2026 protesters attacked the UAE mission in Damascus. The practical side is short — if there is a crowd outside an embassy, keep away and put off your visit or handle it by phone.

Warnings like these only help if they reach you. If your foreign ministry runs a registration scheme for travellers, sign up before you go; the US STEP is one example, and many countries have something similar.

If you lose your passport

The order stays the same: a police report first, then your mission. The emergencies page covers the first steps in detail. What this page adds is where the second step goes: to your embassy in Damascus if there is one, otherwise to the protecting power or your embassy in a neighbouring capital. In the second case the new document and your exit from the country become one process; plan with your mission which document you will leave on and through which crossing.
